According to Jin10 data reports, the Financial Times reported that two officials familiar with the negotiations stated that if trade talks with the United States break down, the European Union is preparing a potential tariff list and export control measures targeting U.S. services as one of the possible retaliatory measures. The European Commission is drafting this list of measures in response to Trump's tariff policy, and the list still needs to be submitted to EU member states.

In addition, EU countries are discussing a retaliatory proposal against the $72 billion worth of goods imported from the United States (including tariffs on Boeing aircraft, cars, and bourbon whiskey), and the newly drafted list will be further supplemented on this basis.
