Jinse Finance reported that a leaked legal draft shows that the EU Digital Euro Act will prohibit the use of digital euros to pay interest or surcharges. The bill states that the proposed CBDC must support cash-based offline payments from day one to protect privacy. Nor should users program it to restrict subsequent use, a bill that will be introduced by the European Commission on June 28.
