According to a report by 21 Finance and Economics on August 14, the drafting group of the Chinese Academy of Social Sciences' national research project "Research on the Construction of Artificial Intelligence Ethics Review and Supervision System in my country" released "Model Law of Artificial Intelligence Law 1.0 (Expert Suggestion Draft)". Emphasize that the promotion and application of artificial intelligence should be promoted by the first trial of state agencies. The negative list management system is adopted to manage the risk of artificial intelligence. The research and development and provision activities in the negative list adopt a licensing mechanism and implement ex-ante supervision; the research and development and provision activities outside the negative list adopt a filing mechanism and an ex-post supervision mechanism. It is a creative proposal to set up a national competent authority for artificial intelligence to be responsible for coordinating the development and management of artificial intelligence. Adhere to the development orientation, and design corresponding clauses such as due diligence and exemption to provide a loose policy environment for artificial intelligence innovation activities.
