"With today's political agreement around the Artificial Intelligence Act, the EU becomes the first region to set clear rules for the use of AI," said Thierry Bredon, EU Commissioner for the Internal Market. The European Commission's draft negotiating mandate for the proposed AI Act, presented in 2021, would strictly prohibit "AI systems that pose an unacceptable risk to human security", including systems that purposefully manipulate technology, exploit human weaknesses, or evaluate based on behavior, social status, and personal characteristics. The draft also requires AI companies to maintain human control over their algorithms, provide technical documentation, and establish risk management systems for "high-risk" applications. Each EU member state will have a supervisory body in place to ensure that these rules are followed.
