On April 29, the U.S. Treasury Department released its estimate of net borrowing in the second quarter of $391 billion higher than expected in February, as the U.S. Congress has yet to raise the federal debt ceiling and initial cash reserves at the beginning of the second quarter were much lower than previously expected. Excluding the opening cash balance, second-quarter borrowing estimates are actually $53 billion lower than expected in February, according to the Treasury Department.
